Before he had to enter the holes in his apartment, he didn't have any background in anything combat-related. But now has a rudimentary understanding of firearms and he's not terrible at melee combat, either, and has gotten used to fighting monstrosities.

Henry Townshend has the energy level of a stagnant pond of water. He emotes very little; his facial expressions are small if any. A person would have to be keyed in to notice when he even changes expressions but most would think he feels neutral about what is going on around him. This couldn't be further from the truth; he just isn't good at expressing himself physically or verbally. Only when emotions are running high does he seem able to show it visibly.
When first introduced to him, he can comment on the various items in his apartment and the situation he finds himself. While no poetic genius, he is articulate and reasonably descriptive about everything. One feels his hopelessness in being unable to leave his apartment and the nightmares he's been enduring for five days straight. Even when interacting with objects outside, he maintains the same level of articulation and his reactions are relatively normal. Like coming across roots resembling hands reaching up out of the ground, he freezes and panics internally before realizing that they are just roots.
What is known about Henry before his imprisonment is interesting. No one in the apartment building knows anything about him despite living there for two years. There is not even passing knowledge about him and that is when he was living peacefully in South Ashfield Heights. It can be inferred that he's something of a recluse and socially awkward man.
He has a stilted way when he talks; the inflection is on the wrong word. There are long pauses when he speaks and he is almost incapable of explaining himself in any meaningful way.
When an outsider hears his explanation to Eileen about what their next steps should be, it sounds like nonsense. "He told me to go down... down into the deepest part of him... and look for the ultimate Truth." She agrees that is what they should try. So, yeah, he speaks very vaguely and in long pauses. A person could assume what he means and do whatever; he has the emotional backbone of an eclair and goes along with whatever someone else wants to do. Even if he barely knows them.
But as socially stunted as he is, he does seem to legitimately care about people whether he has known them for a short or long amount of time. He awkwardly tries to comfort Cynthia as she's dying; he rushes to pull the cuffs off Richard, burning his own hands; he does everything he can to save Eileen in the end. While he wasn’t able to do anything for Jasper or Andrew, he visibly is upset at their sudden and violent deaths. In short, he gets more and more desperate to save those targeted by Walter.
However, he is still always kind to child Walter when he encounters him. He speaks as softly as he can; and kneels when he's addressing him, at times; he has the same awkward tendencies as when he's talking to anyone else, but he tries to be kind to him. Even when he knows that the adult version of him is killing people.
Overall, he's a nice person with no social skills.
While the story of Silent Hill 4 is about Walter and his trauma, it is also about Henry learning that he wants to be part of the world, again, and look after those around him.
